Rules/Regulations* •921.01-9 - Boat concessions.(A)No person shall operate or cause to be operated in any waterways of the city, any vessel or contrivance that does not bear a Hull Identification Number (HIN) recognized by the United States Coast Guard, for any commercial purpose or for hire to others, until written permission has been obtained from the director of recreation and parks
•This permit does not authorize Vendors to offer powercrafts for rental purposes on City of Columbus Reservoirs.
•Vendor must show proof of US Coast Guard Captain’s License. The OUPV/Six Pack Captain’s License is the minimum requirement.
•Vendor must show proof of completion of the Ohio Boating Safety Course, regardless of age or vessel requirement.
•Powercrafts used for concession services must obtain an annual safety equipment inspection by Columbus Marine Police.
•Powercrafts may only be operated by approved Vendors and their licensed captains.
•No more than six customers may be on a Powercraft at the same time.
•Private Docks may not be utilized for concession services. Only City of Columbus marinas and public launch sites may be utilized.
•The following waterways are eligible for such permits: Griggs Reservoir, O’Shaughnessy Reservoir, and Hoover Reservoir.
•All Vendor operations must abide by CC Chapter 921 and all other state, local or federal laws, policies or regulations that may be applicable including length and horsepower restrictions.
•Vendors shall notify Columbus Recreation and Parks at least 24 hours prior to using a Powercraft for concession services for each use whenever possible. If a reservation is made with less than 24 hours’ notice, vendor shall email parkrentals@columbus.gov to notify of the short notice booking.
•Columbus Recreation and Parks shall maintain a schedule of concession services to share with City of Columbus Agencies and Law Enforcement Agencies.
•Registering a powercraft for concession services shall imply consent for City of Columbus or Law Enforcement personnel to board and inspect the powercraft at any time it is operated on a City of Columbus Reservoir. Failure to allow inspection shall result in immediate revocation of permit.
•No alcohol is permitted on any City of Columbus Reservoir.
•All powercrafts utilized under this permit must have a valid State of Ohio Registration and a copy must be provided to Columbus Recreation and Parks.
•Permits will be valid for one calendar year.
•One time use permit will be charged at 50% of annual authorization cost.
•Non-Profit organizations will receive a 20% discount on the permit fee.
•Permit will not reserve space and all areas may be used on a first come/first served basis.
•Merchandise may be sold on site to clientele only. No sales to general public.
•Permit may not be used for “walk-up” business and Vendor may not solicit business within City of Columbus Parks or Marinas.
•All Vendor or customer vehicles associated with this permit must be legally parked while on site.
•CRPD may modify this policy as needed.
•Permit may be revoked or suspended for violation of any terms, rules, laws or policies. Future permits may be withheld for such violation.
•Permits will be valid for one calendar year.

•At the conclusion of the year, Vendors must provide data on number of participants, number or times on site, and revenue generated for the given year.
•Vendor must provide a $1,000,000 general liability insurance policy listing the City of Columbus as an additional insured.

Conditions of Authorization* All Powercraft vendor services and equipment provided by the Vendor pursuant to this Permit shall be provided solely at its own risk. Vendor shall take proper safeguards to prevent any and all injuries or damage to property. Vendor shall be responsible for any damages or injuries occurring on or relating to the operations under this Permit. Vendor shall assume, indemnify, protect and save harmless the City of Columbus, its Directors, Officers, agents and employees, from and against any and all claims, actions, damages, liability and expenses arising from the activities in connection with Vendors operations or this Permit.
If Vendor fails to maintain in full force and effect the terms of this Permit, then CRPD shall have the right to declare this Permit to be terminated. CRPD also reserves the right to object to any and all operations, practices or activities of the applicant that in its sole opinion are unsafe, inappropriate, discriminate because of race, color, religion, sex or national origin, or are contrary to the mission and philosophy of CRPD.
This Permit must be on site for the duration of the event, including preparation and tear down period.
